Does the Shenzhen Non-Criminal Record Certificate cover all of China?
There is no national issuing authority of China Police Certificate covering the whole China. Applicants should apply for Shenzhen Police Certificate at the Entry and exit reception Hall for foreigners of Shenzhen Public Security Bureau.
Shenzhen Police Certificate only certifies that applicant has no criminal record during living in Shenzhen not the whole China.

What can you do if I am not qualified to get a police clearance from Shenzhen?

4. Stay in Shenzhen on non-residence permit, such as L-type visa, F-type visa, M-type visa, Q2-type visa, X2-type visa, etc.
